The article provides a detailed exploration of the role of positive relationships between prison staff and inmates as a fundamental component of dynamic security within the penitentiary system. The author emphasizes that dynamic security is not achieved solely through physical infrastructure or formal procedures, but rather through constructive interaction, mutual respect, and effective communication between staff and incarcerated individuals. This approach is grounded in international legal frameworks, such as the European Prison Rules and the United Nations Standard Minimum Rules for the Treatment of Prisoners, as well as Ukrainian national legislation. The article highlights the importance of staff professionalism, ethical conduct, and the development of individualized support systems that foster rehabilitation, reduce tension, and lower recidivism rates. The study also addresses the lack of normative clarity in Ukrainian legislation regarding the definition and implementation of positive relationships in correctional settings, suggesting the need for legislative reforms. The author argues that successful resocialization depends not only on strict compliance with institutional rules but also on the humanization of punishment, the ability to establish trust, and the provision of psychological and social support. These elements are essential for transforming the penitentiary environment into one that supports reintegration rather than isolation. The findings contribute to current discussions on the reform of the criminal justice system in Ukraine and its alignment with European standards.
