The article is devoted to analyzing the peculiarities of the state and dynamics of crime during the period of transformations, democratic revolutions, and the struggle for Ukraine's independence. The author examines the main quantitative indicators, dynamics, and crime rates in Ukraine for the period from 2000 to the first nine months of 2025. It was found that the number of recorded criminal offenses ranged from 592,604 (2016) to 321,443 (2021), and since the beginning of the study period, it has decreased by 14.5 % overall, while the number of identified perpetrators decreased by 78.2 % over the same period, and the number of convicted persons decreased by 73 %. The article shows that during 2000 to September 2025, crime in Ukraine developed in a wave-like pattern: a significant decrease in 2002, 2008, 2012, and 2021, and a noticeable increase in 2003, 2011, 2016, and 2024. At the same time, fluctuations in the number of recorded criminal offenses are quite pronounced, while fluctuations in the number of identified perpetrators of criminal offenses and the number of convicted persons are less noticeable, although they show a stable and significant downward trend. It is emphasized that the dynamics of crime in Ukraine reflect the complex evolution of social, political, and economic processes in the country. Changes in criminal law and statistical accounting methodology, law enforcement reform, cyclical socio-economic crises, and Russia's war against Ukraine have determined the multidimensional nature of the crime situation. Crime intensity rates throughout the entire period studied ranged from a minimum of 78.4 criminal offenses per 10,000 population (2021) to a maximum of 158.4 (2024). At the same time, there was a tendency toward systematic growth in these rates despite the decline in Ukraine's population, which is primarily associated with the Russian Federation's aggression against Ukraine. It is noted that effective documentation of the scale of crime and data on the results of the activities of law enforcement agencies and the courts, as well as an understanding of the patterns identified, form the basis for the development of effective state policy in the field of crime prevention.
