The development of criminal policy requires the adoption and subsequent adherence to strategies, plans, directives, guidelines, manuals, which would allow state bodies to adhere to the goals and perform the tasks set forth in them. In particular, this is carried out within certain deadlines and in the appropriate directions (vectors, spheres). In Ukraine, the adoption of separate short-term strategies (5 years) in the areas of national, economic, information security, foreign economic security, cybersecurity are noted. All of them relate to criminal policy in one way or another, as they indicate the need to counteract certain types of crime, including during Russian aggression. At the same time, the absence of a separate strategy for combating crime, primarily in the field of national security and defense, is noted, which weakens the state in these areas and slows down the reform of criminal justice bodies. In addition, the need for convergence of such criminal policies along the indicated vectors during European and Euro-Atlantic integration is noted. The existing strategies adopted at the level of the National Security and Defense Council, the Cabinet of Ministers and the President of Ukraine, in comparison with the policies of the EU and NATO, indicate the existing gaps in Ukraine. In particular, in the field of European integration, it is necessary to pay special attention to the fight against document forgery and smuggling of goods, as well as to the further implementation of the Rome Statute of the International Criminal Court. According to NATO policies, the policy on combating human trafficking, countermeasures against terrorism, sabotage, espionage, and cyber defense need to be improved.
