The article by analyzes the current state of scientific development regarding the issues of forecasting and preventing crime in post-conflict states, with a focus on Ukraine as a country experiencing the aftermath of armed conflict. The author views this topic as relevant in the context of global changes in the early 21st century, particularly the confrontation between democratic and authoritarian regimes, leading to societal destabilization, the rise of organized crime, and disruptions in public order. Post-conflict periods are characterized by state fragility, weak social capital, and war economies that foster criminal activity. In Ukraine, according to the Office of the Prosecutor General, there is an increase in criminal offenses during martial law, similar to situations in Colombia and Afghanistan. In Ukrainian criminology, emphasis should be placed on adapting classical methods to local realities (war, PTSD, migration), using regression analysis and scenario forecasting. Foreign criminology is more advanced, based on theories of rational choice, routine activities, and crime patterns, with empirical data from big data, GIS, and SEPP models, achieving 70–80 % accuracy. Gaps include methodological contradictions (terminological inconsistencies, data bias), empirical issues (inaccessibility of databases during wartime), and post-war aspects (models for PTSD, combatant reintegration). The conceptual apparatus is formed: «conflict trap», «peace spoiler», «machine learning for conflict forecasting». Prospective directions: integration of AI, agent-based modeling, adaptation to EU integration, reforms of the Criminal Code, forecasting for migration, illegal arms, cybercrime. The article systematizes knowledge in a hierarchical model, from general theories to contextual aspects, highlighting the need for an interdisciplinary approach and international cooperation. It is emphasized that the problem is dynamic, while requiring overcoming ethical and legal contradictions and the development of «military criminology.»
